The Institute for Security Governance (ISG) seeks a Supervisory Lecturer to serve as the Principal for the Peace and Security faculty group of the Institute. The Principal reports to the Senior Principal overseeing the Institute’s education mission. The Principal leads the functional faculty group comprised of individuals conducting education and advising in the topics of conflict, terrorism, and civilian protection/civilian harm mitigation; security governance, civil military relations, and women, peace and security; maritime security; emergency management and resilience; climate and environmental security; and peacekeeping and exercises. The faculty group consists of approximately 13 Government faculty employees.
This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years, indefinitely. This position is in Monterey, California, at the Institute headquarters.
This position is in the Department of Defense (DoD), Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Institute for Security Governance Institute for Security Governance (ISG), Practice and Capability Division.

DSCU is the DoD’s center of intellectual life for security cooperation. DSCU delivers education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC Workforce and enabling partner nations to effectively, efficiently, and responsibly manage their security institutions. Through the work of DSCU, U.S. and partner nation personnel become security cooperation community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control of the military, and respect for democracy and international human rights.
The Institute for Security Governance advances U.S. national security and foreign policy objectives through the application of programs and activities that enhance partners’ institutional capabilities to address shared security challenges. ISG is a DSCU capacity-building functional institute that serves as DoD's primary institutional capacity building designer and implementer, in addition to being an international schoolhouse, operating within DSCA's broader security cooperation mandate to train, educate, advise, and support foreign partners. Located at the Naval Support Activity Monterey in Monterey, California, ISG executes over 600 partner-facing activities annually.
We are looking for an enthusiastic, dynamic, and talented individual with expertise and significant experience in an international context demonstrating the ability to perform and master the following roles:
Primarily supports ISG education efforts which includes annually approximately 20-24 multilateral courses in Monterey, California, and 50-100 bilateral or regional short courses overseas.
As a member of the Institute leadership team, influences strategic direction, personnel management, budget allocation and execution, and planning for the Institute’s missions.
In addition to leadership responsibilities, serves as an instructor/advisor in a relevant security sector topic within advising and education teams to develop partner capacity and capabilities.
Assists security cooperation offices, geographic combatant commands, DSCA offices, and other stakeholders with planning and shaping security assistance and security cooperation efforts, accurately reflects ISG’s ability to support country and theater objectives, illustrates and demonstrates the important role of education and institutional capacity building.
Contributes to the professionalization of ISG and assigned personnel.
Makes intellectual contributions in support of the mission and one’s discipline.
Participates in ISG and DSCU’s governance and other service opportunities.
QUALIFICATIONS: Your resume must support the following requirements to be considered for the position. Please ensure transcripts reflecting a conferred Master’s degree are also provided with your application:
Master’s degree from a regionally or nationally accredited university in a relevantfunctional area required: international relations, economics, foreign affairs, history, political science, business administration, defense and strategy, or a related field that supports DSCU’s programming, research, analysis, or messaging needs. Earned- terminal degree/doctorate preferred.
Seven or more years’ experience in topics relevant to security cooperation/institutional capacity building/irregular warfare that align with OSD-Policy priorities.
Experience in leadership, management, strategy, or planning roles in government, military, private sector, or academia.
Documented intellectual contributions inarea(s) of expertise.
Experience in developing, assessing, executing, evaluating, and revising resident and relevant virtual curricula and/or partner nation advising materials.
CONDITIONS OF EMPLOYMENT:
Must be a United States Citizen.
Must be able obtain and maintain a Secret clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or commercial aircraft.
Males born after 12-31-59 must be registered for Selective Service.
This is a SC (SC) position due to the nature of the position’s duties and responsibilities. Incumbent must attain DoD SC Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program," and any future amendments thereto.
