About Southwestern Power Resources Association SPRA is a membership organization that was formed in 1957 by rural electric cooperatives and public power systems in the states of Arkansas, Kansas, Louisiana, Missouri, Oklahoma and Texas to represent their interests and to provide advocacy for the federal hydropower program in these states.
