The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.
Under the direct supervision of the Division Director of Health Services, this position has agency-wide responsibility for health services programmatic workflow processes impacted by an electronic health record (EHR) and other documentation systems across public health disciplines and divisions. Serves as a primary liaison between clinical teams, administrative operations, health information technology, and other related Health Department (HD) programs to lead and facilitate innovative solutions that support optimal clinical services.
Key activities for this position include:
- Identifies opportunities and facilitates the identification and implementation of solutions utilizing evidence-based practices, data, regulatory requirements and quality improvement techniques.
- Advances clinical information technology initiatives and lead teams to ensure optimal outcomes and adoption of new processes within the Health Department to improve the health of populations and communities.
- Utilizes independent judgement and discretion to make timely and effective decisions within the appropriate guidelines defined by leadership.
- Complies, assesses, and analyzes clinical services related data from various Clinical Information Systems such as the EHR, financial records, coding records, and other sources.
- Participates in testing and validating order sets and clinical documentation tools, current state mapping and future state workflow development, application design and development, content issues resolution, implementation, optimization and end-user support.
- Develops recommendations for the Division Director of Health Services for programmatic efficiency.
- Supports clinical process and quality improvements by establishing baseline data and developing systems that can be used to measure the impact of the new initiatives on productivity and quality of work.
- Collaborates with external healthcare systems to facilitate Health Information Exchange (HIE) ensuring seamless continuity of care across different providers and settings.

Required Knowledge Skills and Abilities
Extensive knowledge of nursing theories, principles, practices, methods, processes, and procedures required to provide public health nursing care;
Knowledge of human growth and development, anatomy, physiology, pharmacology, preventive medicine, epidemiology, and nutrition;
Knowledge of current practices, literature, and trends in public health nursing to include environmental, economic, psychological, social (e.g., family and group dynamics), cultural and linguistic issues or barriers impacting assessment, planning, delivery, and evaluation of health services to the community;
Knowledge of consultation, teaching, and supervision methods and techniques;
Knowledge of documentation, nursing diagnosis, and quality assurance;
Knowledge of medical and legal policies, guidelines, principles, practices, and standards governing public health nursing as well as nursing specialization;
Extensive knowledge of available community resources for referral and follow-up;
Knowledge of planning, implementing, and evaluating public health nursing programs;
Knowledge of budget and financial management principles and practices to include assessing costs relative to benefits of interventions and their outcomes;
Knowledge of resources planning, management, and utilization;
Knowledge of County personnel policies and practices governing the management and supervision of employees;
Knowledge of management principles, practices, and techniques to include setting program priorities, assigning projects according to ability level and workload demands;
Ability to perform complex technical nursing procedures and use medical equipment in delivering specialized services to the clients;
Ability to manage human and/or facility emergencies and perform emergency treatments related to life-threatening conditions;
Ability to interpret and apply the professional standards of nursing practice, County Health Department policies and procedures and applicable federal, state and County laws and regulations;
Ability to build and develop relationships and partnerships with individuals and entities within and outside of the County;
Ability to relate well to clients from varied backgrounds and different situations;
Ability to manage or diffuse situations involving clients or County staff who may appear
difficult, hostile or distressed;

Ability to conduct systematic and objective inquiry or evaluation of public health programs and services through data collection, analysis, and interpretation, and report results;
Ability to apply or introduce technology to facilitate decision-making, enable electronic recordkeeping, and to support collaboration and foster communication across the nursing workforce and with the community;
Ability to deal calmly and effectively with high stress situations, including a fast-paced work environment, hostile, manipulative or potentially dangerous situations, complex caseloads or multiple work sites;
Ability to manage multiple programs, balancing stakeholder, staff, and client needs.
MINIMUM QUALIFICATIONS:
Graduation from a college or university accredited by the National League for Nursing or the Commission on Collegiate Nursing Education with a bachelor's degree in nursing; plus, five years of post-licensure experience as a nurse in an equivalent health care setting whose focus was primarily prevention services and community education, including three years in a public health/community health setting. Qualifying experience may include experience in ambulatory care settings such as outpatient clinics that incorporate community outreach/education as part of services or specialty settings that incorporate teaching, community outreach, resource referrals, etc. as part of a health care continuum; plus at least one year of supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
- Possession of current license or a multistate licensure privilege to practice as a Registered Nurse in the Commonwealth of Virginia
- Valid motor vehicle driver's license
- Cardiopulmonary Resuscitation - CPR (Required within 60 days)
- AED (Required within 60 days)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a driving record check, and sanction screening to the satisfaction of the employer. Tuberculosis test.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).
PREFERRED QUALIFICATIONS:
- Master of Nursing/Information or a related field.
- Certification in Nursing Informatics (e.g., Nursing Informatics Board Certification (NI-BC) or Certified Professional in Healthcare Information Management Systems (CPHIMS)
- Membership in professional associations such as the American Nursing Informatics Association (ANIA), American Medical Informatics Association (AMIA), Healthcare Information and Management System Society (HIMSS), or Project Management Institute (PMI).
- At least five years of progressive clinical experience and/or informatics-related experience.
- At least five years of project management experience.
- At least two years of experience in system administration, data analysis, and/or business intelligence.
- Ability to work independently, use critical thinking skills, have strong organizational and analytical skills, and an ability to prioritize competing demands.
- Excellent interpersonal skills with proven ability to establish and maintain effective working relationships.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 15 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use of touchscreen. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Ability to drive a motor vehicle.
