Palm Beach County, FL, Board of County Commissioners, Information Systems Services (ISS) Department seeks a senior professional to ensure compliance of organization-wide, enterprise operational information technology (IT) activities. The scope of ISS operations includes network connectivity, internet service, data center colocation, hosting services, and document scanning. Internet access to County information, services, and systems has expanded the Department's customer base to include not only County employees, business partners, taxpayers and citizens, but also the public at large. The Technical Compliance Manager performs complex and comprehensive analyses to evaluate the effectiveness and efficiency of the Department in meeting organizational goals to support informed decision-making and continuous improvement. ISS has been recognized for IT excellence, including awards from the Center for Digital Government, National Association of Counties, and Florida Local Government Information Systems Association. The Technical Compliance Manager will be an integral member of this highly successful and motivated IT Team.
Reports to the Chief Information Officer (CIO); supports the implementation and maintenance of ISS policies, practices, procedures, and technologies for networks, systems, applications, and data to conform with industry and audit-driven rules, guidelines, controls. Conducts and supervises operational audits and assesses technical operations, processes, financials, legal and regulatory compliance, and other associated risks; may conduct multiple audits at the same time. May issue counseling forms/disciplinary actions, handle employee complaints and grievances, and recommend the hiring, firing and promotion of staff. Works with IT management on compliance with licensing and usage rights for third-party applications. Requires strong leadership skills and thorough knowledge of IT compliance frameworks, IT operations, risk analysis, and information security practices. Develops, implements, and enforces IT policies, standards, frameworks, and governance, and acts as a subject matter expert to provide compliance and operational risk guidance for various IT projects. Identifies areas of improvement, based on audit outcomes, to minimize operational risks and is the point contact for internal and external audits; develops action plans from audit findings. Oversees the change management process and ensures it complies with procedures and standards.
QUALIFICATIONS: Bachelor's Degree in Business Administration, with concentration in Management Information Systems (MIS), Computer Science, or closely related field; minimum of six (6) years of experience in technical compliance that includes two (2) years of supervisory experience. Equivalencies: Related Master’s Degree and four (4) years of related experience that includes two (2) years of supervisory experience; unrelated Bachelor's OR related Associate's Degree OR related academic training completion from a vocational/technical/military education program (minimum of 900 classroom hours) AND eight (8) years of related experience that includes two (2) years of supervisory experience; graduation from high school or an equivalent recognized certification AND 10 years of related experience that includes two (2) years of supervisory experience.
PREFERENCE FOR EXPERIENCE WITH: National Institute of Standards and Technology (NIST) Risk Management Framework (RMF); Federal Risk and Authorization Management Program (FedRAMP); PCI and/or HIPAA; asset management; software license agreements; compliance/IT operational auditing and/or interpretation of audit findings/reports; writing policy and procedure/standards. ISO 27001 Certification a plus.
