Richland County, home to a diverse population of more than 400,000 residents, ranks as the most urban county in South Carolina and manages land use to preserve its rural heritage. The local economy is a mixture of state and local governments, banking, finance, industry, health care, higher education, regional retail centers and an emerging research and development sector. Columbia, the state capital, sits halfway between New York City and Miami and is at the center of a growing Southeastern market. The County Assessor plans, organizes, and directs the appraisal, assessment and reassessment of real property in the County, The Assessor also ensures compliance with related policies, procedures, laws and regulations and leads a team of 44 full time employees with a $2,266,772 fiscal year budget. In addition, the Assessor administers South Carolina property tax laws relating to real estate in Richland County and oversees reassessment projects and implementation. In addition to other essential functions, the County Assessor supervises the operations of aerial photography and countywide land information system for each parcel of property in the County. The Community Planning and Development Department, to which the Assessor administratively and functionally reports, is actively engaged in the implementation of the Customer Experience and Culture Transformation Project.

Richland County desires to hire a skilled, experienced, visionary leader, who is an authentic communicator and has the ability to engage and inspire others to achieve the departments’ goals, while supporting the County’s mission and vision. Requirements include a Bachelor's degree; an active and current S.C. Certified General Commercial Mass Appraisal License; minimum of ten (10) years related professional work experience, of which at least five (5) years must include direct field experience with appraisals on single-family residences or commercial properties; at least three (3) years of relevant management experience in the public sector; five (5) years professional experience with Computer-Assisted Mass Appraisal (CAMA) system; successful completion of all required real estate appraisal courses and have current Standards of Professional Practices certification; must complete annual certification requirements of the S.C. Department of Labor, Licensing and Regulation.
The total compensation for this outstanding opportunity includes a starting salary range of $70,157 - $126,284 (based on 37.5-hour workweek and depending on experience and qualifications) and a comprehensive benefits package that includes Group Health, Dental, Vision, and Life Insurance, Voluntary Supplemental Life Insurance, Voluntary Spouse and Child Life Insurance.
