The Bureau of Environmental Services (BES) is hiring a Portfolio Program Manager to develop and lead our new Portfolio Management Program. Portfolio Management is an approach for collectively managing our investment and business processes to best meet our drivers, requirements, and strategic objectives. Through these processes, we will ensure we have the information we need to make well-informed decisions and strategically prioritize our investments.
The BES Portfolio Management Program was created in March 2020 and the new Portfolio Program Manager will have the exciting opportunity to work with bureau leadership, employees, and the community to co-create a program that will support the goals, initiatives, and outcomes laid out in our 2018 Strategic Plan. This position will serve as the process and strategy manager for the bureau’s investment governance framework. In addition, the Portfolio Program Manager acts as the accountable point-person for the leadership team, supporting executive decision-making related to delivering on our service objectives. This person leads a collaborative bureau-wide approach to effectively integrate bureau requirements and drivers, equity and community priorities, service risks, internal business processes, and budget and financial considerations. The position manages the work of the Portfolio Management Program and will eventually supervise three to four subordinate program staff.

Knowledge of and ability with leadership principles and practices, operational and strategic planning, budget administration, and program evaluation.
Knowledge of and experience with portfolio management concepts and implementation.
Knowledge of and ability to manage, supervise, train, and evaluate the performance of a multicultural workforce in an equitable workplace.
Ability to exercise independent judgment and apply analytic and problem-solving skills to complex issues to develop sound conclusions, decisions, and recommendations.
Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate complex analytical topics to non-technical audiences.
Additional Salary Information: Salary is annual.
