The Chief Medical Officer (CMO) is a key member of the senior leadership team of the Community network of Mass General Brigham CPO, working in partnership and directly reporting to the President of Mass General Brigham CPO. He/she is an important contributor to the development of overall organizational strategy related to Mass General Brigham CPO and population health management, with major responsibility for development and implementation of programs that improve clinical performance (quality, efficiency and safety of care) in the community network of the Mass General Brigham system. Clinical performance is defined in terms of payer contracts, publicly reported measures, and internally determined goals. The CMO may chair and will participate in network committees focused on different aspects of performance improvement. For example: ACO Board of Managers; CMO Council; Performance Oversight Committees; Pediatric Governing Board; PHM Executive Council; Primary Care Council. He/she plays a critical role in the relationships between Mass General Brigham and the Network's Regional Service Organizations (RSO's) to advance clinical integration and promote alignment.
The CMO will work closely with the VP of Practice Operations at Mass General Brigham CPO, the CMO of Mass General Brigham Ambulatory Care, the Medical Directors of the RSOs and with the clinical performance-related leadership of Mass General Brigham, particularly with its Vice President for Population Health Management, Chief Clinical Officer and Chief Experience and Equity Officer. Working closely with the Population Health Management team and the Quality and Patient Experience team, he/she will help design and implement innovations in care delivery that will improve patient care, improve patient health, and slow the growth in health care spending. This work will include input in the development and vetting of effective population health management strategies, implementation of these programs in the community and the development and implementation of metrics that assess quality and cost of care. The CMO will also oversee the provision of clinical support to RSO's as they endeavor to redesign care delivery.
This position will provide the strategic and clinical thought leadership required to sustain an environment of on-going clinical excellence, innovation and operational efficiency. The CMO will also act as an advanced internal consultant, identifying market trends, current issues and best practices, along with potential impacts and interventions.
Principal Duties and Responsibilities:
1. Perform regular site visits to the hospitals, RSOs, and physician POD level meetings across the Mass General Brigham Community network to understand current issues, to promote communication, and improve performance at the RSO level. 2. Work closely with data analytics staff to understand the clinical performance of the Mass General Brigham CPO and its components. 3. Collaborate in the development and implementation of systems/programs to improve efficiency, quality, and safety of care within the Mass General Brigham Community network 4. Develop partnerships with Mass General Brigham business owners to improve ambulatory performance and efficiency in the areas of pharmacy, quality, facility and radiology utilization, among other areas. 5. Provide oversight and medical direction for payer contractual obligations as agreed upon with the President of the Mass General Brigham CPO. This will include Medicare Preferred contracts, our Medicare and Medicaid ACO's, commercial HMO contracts and any ad-hoc payer issues that may arise. 6. Participate fully and constructively in groups, led by the Mass General Brigham Vice President for Population Management, which manage and coordinate System-level strategies for success and performance improvement under risk-based contracts. a. In the areas of Population Health Management and Quality and Patient Experience, core responsibilities include development, implementation, and ongoing oversight of the integrated care management program, palliative care programs, e-consults, virtual visits. advanced primary care strategy and behavioral health integration in primary care across the community network. b. In addition, the Chief Medical Officer will be a key contributor to ambulatory quality measurement and improvement, care continuum strategies, patient engagement strategies, and the expansion and modification of programs for Medicaid population. He/she will work collaboratively with the Payer Contracting and Finance teams as clinical consultant for contract terms related to performance measures and targets. 7. Lead internal Mass General Brigham CPO groups focused on disease management. 8. Represent Mass General Brigham and Mass General Brigham CPO at external and internal meetings, as agreed upon by the President of the Mass General Brigham CPO and the Mass General Brigham's Vice President for Population Health Management. 9. Work collaboratively with IT to identify effective ways to leverage electronic systems to enhance performance. 10. Using data and chart reviews to identify opportunities for measurable care and quality improvement 11. Serve as a clinical liaison to Mass General Brigham CPO and Mass General Brigham for the RSOs and physician practices in the network 12. Provide oversight of Affiliate relationships 13. Provide Exec oversight of Mass General Brigham CPO Compliance 14. Provide oversight of Research and Education Program 15. Acts as the Mass General Brigham CPO Quality and Safety Officer 16. Play an active role in promoting and supporting physician wellbeing 17. Provide physician leadership to the network to enhance growth and development 18. Provide clinical expertise on various data issues, health status, severity adjustment tools, other analytical tools and EPIC content 19. Perform related duties as required.
Qualifications The CMO will be Board Certified in a primary care specialty with unrestricted MA medical license and have at least five years of clinical primary care experience. Medical management and leadership experience required MBA, MPH or similar degree is desirable.
Critical skills and characteristics for this position include:
1. Experience in a complex, multi-dimensional healthcare organization preferred. 2. Familiarity with the purposes, organization and policies of the healthcare industry to enable effective interactions with other health care providers. Knowledge of physician ambulatory or hospital outpatient practice operations preferred. 3. Proven ability to work as a member of an inter-disciplinary team 4. Extensive experience with managed care and medical management 5. Experience with data analysis for assessing quality and efficiency of care and return on investment for medical management programs 6. Direct management responsibility for the Director of Patient Care, Director of Population Health Management (PHM) Programs, Regional Service Organization (RSO) Account Managers, Clinical Trials Program Manager and RSO Account Analyst - 6 FTE's.
Mass General Brigham is a fast-paced professional environment requiring a high level of initiative and robust decision-making skills. There will be frequent early morning and early evening meetings, and visits to RSO offices for meetings. Effective use of a personal computer and multiple communication modalities is required.
Local travel to participating RSOs and to health plan partners required.
