APL has an outstanding opportunity for a Classified Program Security Manager.
The Classified Program Security Manager supports classified research conducted at the Applied Physics Laboratory at the University of Washington. The Classified Program Security Manager reports to the University’s Facility Security Officer (FSO), who has overarching responsibility for the National Industrial Security Program at the University of Washington. The position supports all aspects of security administration at the Applied Physics Laboratory, and will specialize in Personnel Security and COMSEC Control.
Industrial Security Program Administration
The successful candidate will interface with all levels of UW-APL and government personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), Department of Defense (DoD) Contract Security Classification Specification (DD Form 254), Program Security Classification Guides and other associated security guidance to ensure successful research contract performance.
Interpret all guidance, advise APL staff on implementation strategies, and assist in managing the sponsored research customer’s programmatic expectations. Take independent action related to security program operations and compliance when warranted or in the absence of the FSO. Analyze moderately complex operational problems, and effectively communicate focused solutions to various audiences. Bring security risks to the attention of the Program Managers at APL or UW (also known as the Principal Investigator or “PI”), and other identified research project task leads and management at APL or UW.
The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
Manage COMSEC-related duties and responsibilities under NSA CSS 3-16. Conduct inventories and manage data within DIAS and report deficiencies to the COR.
Personnel, Document and Access Control
Administer day-to-day security programs and operational procedures, personnel security clearance processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
Assist in executing the requirements set forth in the Technology Control Plan (TCP) for foreign visitors.
May also serve in the following roles: Data Transfer Agent and/or Assistant Top Secret Control Officer/Media Control.
Work as a team player, exhibit flexibility, and excellent organizational skills.
The SM must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.
Provide clear guidance to APL employees, and recommend modifications to operations policies or procedures as appropriate.
Will supervise Security Specialist position [UW job title and grade TBD]
Bachelor’s Degree in Organizational Security and Management, Criminal Justice, Security Management, Management of Information Systems, Information Management, Library and Information Science, or other relevant subject.
Equivalent experience, training, and/or certifications, including that obtained in a Department of Defense (DoD) security environment (military, government civilian, or DoD contractor) can substitute for degree requirement.
At least five years of experience in the physical security field.
Must be a US Citizen. DoD SECRET security clearance is required at time of hire. Must also meet eligibility requirements and will be required to successfully complete an additional US Government security investigation for access to higher levels of classified information.
The incumbent must be able to identify, interpret, and apply policies in a practical manner in a wide array of environments.
Proficient with Personnel and Physical Security. Familiarity with DISA Traditional Security, STIG requirements.
Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards.
Strong understanding of Physical Security requirements to include collateral Closed Areas and ICD 705 to meet contractual needs. Working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
Thorough understanding of security databases such as JPAS, NISS, DISS, eQIP and SWFT. Must complete JPAS User Levels 2-6 Training within 30 days of hire. Understanding of Information Management systems used to manage security data within a security environment.
Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
COMSEC Custodian certificate or experience required. Must complete IAEC-2112 COMSEC Training Course within six months of receiving post-hire appointment of COMSEC Account Manager.
Strong communication skills, both oral and written.
Candidates must possess an active Secret clearance and be able to obtain higher level clearance and meet eligibility requirements for access to SCI as required to support contract activities.
Must be able to move or lift 25 pounds.
Intermediate to advanced skills with Microsoft Office Suites; intermediate proficiency with database administration. Understanding of different database concepts and structures, familiar with data validation and indexing techniques, use basic query techniques, create basic forms and reports and create macros to automate these forms.
Detail-oriented and organized.
Proactive, independent worker.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Top Secret /SSBI Clearance.
Formal training such as successful completion of the Industrial Security Management Course, or FSO training certificate.
Proficiency with Security Information Management Systems (SIMS).
Industrial Security Professional (ISP) Certification.
Courier preparation procedures.
Experience developing and implementing OPSEC plans.
Knowledge of Access Control and Intrusion Detection Systems.
Experience with SCIF construction and Prepare Facility Clearance (FCL).
Sponsorship documentation for subcontractors requiring new FCLs.
Resourceful in solving problem and capitalizing on opportunities.
