The National Association of Counties (NACo), a prominent non-profit association in Washington, D.C., is the only organization that supports our nations’ counties’ elected officials through policy and advocacy work. NACo announces an opening for a Project Manager. The focus of the project manager position is to help counties and public agencies collect delinquencies through tax-refund intercept programs across the country in collaboration with state associations of counties and state financial authorities.
This program is newly created. We are in the process of rolling it out to counties that have opted in and we are actively selling it to counties that are not yet participating. This is an exciting opportunity for someone looking to grow their career and have experience in either County, City or State government or Hi-Tech account management and sales. Our ideal candidate would have knowledge of government needs and how it works and experience with full-service account management.

Primary Duties and Responsibilities:
Creating presentations for boards, committees, workshops, and more.
Providing technical assistance to client local governments and state association partners.
Arranging and producing training webinars.
Creating marketing materials and informational documents to support state association partners and national program expansion efforts.
Establish and maintain relationships with key counties and state associations
Researching state statutory authority around state income tax debt setoff programs as well as other relevant local laws and requirements governing public collections.
Administrative duties, such as assisting with manual record validations, contract reviews, putting notes and contacts into a CRM, workshops, receptions, and logistics planning, managing travel schedules and meetings.
Planning and implementing state and regional workshops in conjunction with state associations of counties and other affiliate groups.
Providing staff support for NACo FS Corp committees, boards, and affiliate organizations, as assigned.
Track and analyze program data/statistics, detecting variances and strategically troubleshooting
Ability to work with staff at all levels of the organization, including senior leadership ·
Independent and entrepreneurial, able to work with minimal direction
Promote NACo and NACo FSC priorities, mission, and business lines.
Other duties as assigned.

Bachelor’s degree with 2-3 years relevant experience
Knowledge of Microsoft Office, including Word, PowerPoint, and Excel

Experience working local government finance
Experience marketing to local government Finance, Treasurers and Tax Collectors
Experience working with local government taxes and accounts receivables in the way of debtor delinquencies
Thorough knowledge of intergovernmental relations as related to local government finance and taxes
Experience working with state statutes and state statutory authority
Experience with state legislative campaigns and working with partners to pass legislation or ordinances at the state and local level
Experience in sales and marketing to counties and public agencies
