MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
This position is in the Permanent School Fund (PSF or Fund), a $34 billion perpetual public fund endowment that helps finance Texas public schools. The Senior Risk Manager (Portfolio Manager III) reports to the Executive Administrator/Chief Investment Officer and is specifically charged with oversight of the Fund’s overall Risk Management. The Senior Risk Manager conducts investment research and analysis and designs, implements and monitors applications and reporting systems for overall fund risk. This position plays a critical role in positioning the overall fund to be successful across a wide range of market conditions, ultimately ensuring a strong source of revenue to support Texas’ 5.4 million students.

The professional selected for this position will work under limited supervision, with considerable latitude for the use of initiative and independent judgment; and is expected to help the PSF meet its performance goals and support the Texas Education Agency in fulfilling its strategic priorities.

Directs PSF risk activities and leads risk team to utilize advanced analytics to assess future risk, opportunities and effectiveness; this includes supervising and supporting the development of at least one direct report.
Oversees and supervises the development of the monthly risk analysis of the PSF portfolio, which includes monitoring and evaluation of ongoing asset class risks, managing economic financial and portfolio databases, and leading the development of Capital Market Projections for the PSF; develop portfolio risk metrics and utilize industry best practices to quantify risk and aggregate exposures.
Establishes an environment of proper balance between risk appetite and risk mitigation, in the context of the PSF's overall business strategy, combining strong fiduciary excellence with financial performance; applies innovative and scientific/quantitative analytical approaches to draw conclusions and make recommendations to answer business objectives and drive change.
Assists with operational risk with focus on enterprise and business risk exposures and risk mitigation.
Performs related work as assigned.
Education: Graduation from an accredited four-year college or university with degree in economics, finance, statistics, mathematics, actuarial sciences, or related field. Graduate degree preferred. Chartered Financial Analyst (CFA) charter holder and/or Chartered Alternative Investment Analyst (CAIA) (or progress toward designation) preferred.
At least seven  years of experience in quantitative analysis work with concentration on economic and financial market forecasting and analysis required. Experience authoring model documentation and managing large financial and economic databases preferred.
At least three (3) years of prior supervisory or management experience required.
Experience using Bloomberg, FactSet, BlackRock, Aladdin and a power user of Microsoft Excel, Word and PowerPoint is preferred
Advanced knowledge of statistical, econometric, and economic concepts, methods, and their application to research analysis of global economic and financial market trends.
Highly developed expertise in mathematical concepts for the development of economic and financial forecasting models; experience applying and interpreting statistical concepts; and, in the use of computer statistical software programs.
Knowledge and familiarity of operational risk frameworks, governance structures, enterprise and business risk exposures and the means of risk mitigation, including the ability to identify, analyze, evaluate, quantify and prioritize operational and business risk exposures.
Effective leadership skills, including ability to set challenging goals and reach high standards of performance, provide development opportunities, establish clear expectations, and hold others accountable for their performance.
Excellent problem-solving skills, including ability to simplify complex problems, identify the most significant issues, and integrate qualitative and quantitative data into analysis and recommendations.
