The NPIP is a successful monitoring and disease control program for Salmonella, Mycoplasma, and Avian Influenza. The NPIP’s authorized laboratory network provides a structure for NPIP participants to test their birds and declare freedom from disease to enhance trade. The NPIP seeks a qualified candidate to oversee the authorized laboratory network and administer the NPIP provisions according to 9 CFR 147.52. An ideal candidate will have working knowledge of laboratory functions, including SOP’s, work flow, proficiency testing, familiarity with ISO9001 and ISO17025 or equivalent standards, and will have the ability to communicate well with a variety of stakeholders.
You will serve as a Staff Officer for the National Poultry Improvement Plan (NPIP). As such, you will be responsible for the uniform coordination of diagnostic workshops, annual proficiency tests, and field and laboratory protocols and procedures for Salmonella, Avian Influenza, and Mycoplasma as contained in the provisions and program standards of the NPIP. Relocation expenses will be paid.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Collaborates with the Sr. Coordinator for coordination of the different field and laboratory protocol and procedures for avian Mycoplasmas and avian influenza contained in the provisions of the NPIP.
Participates in developing broad policy and specific objectives for the NPIP and the Avian Health Program in general, taking into account the most critical needs of the poultry industry.
Advises, consults, and maintains relationships with State poultry officials through personal contacts and participation in State, Regional, and National meetings.
Provides authoritative technical expertise and auditing support in the collection, assembly, and analysis of records.
Provides oversight and guidance to NPIP participating laboratories.
Reviews new poultry diagnostics and consults with technical committee members and the industry to determine if the newly developed techniques or materials are efficacious and sensitive enough.
Works with the federal reference laboratory (NVSL) to ensure annual proficiency tests are produced for the NPIP authorized laboratories, and evaluates the proficiency test results.
Works with the Sr. Coordinator in planning, organizing, and conducting of the Biennial National Plan Conference and General Conference Committee meetings (Secretary's Advisory Committee) of the NPIP.
Assists the Sr. Coordinator in conducting epidemiological investigations of NPIP disease outbreaks.
The National Poultry Improvement Plan was established in the early 1930's to provide a cooperative industry, state, and federal program through which new diagnostic technology can be effectively applied to the improvement of poultry and poultry products throughout the country. The development of the NPIP was initiated to eliminate Pullorum Disease caused by Salmonella pullorum which was rampant in poultry and could cause upwards of 80% mortality in baby poultry. The program was later extended and refined to include testing and monitoring for Salmonella typhoid, Salmonella enteritidis, Mycoplasma gallisepticum, Mycoplasma synoviae, Mycoplasma meleagridis, and Avian Influenza. In addition, the NPIP currently includes commercial poultry, turkeys, waterfowl, exhibition poultry, backyard poultry, and game birds. The technical and management provisions of the NPIP have been developed jointly by Industry members and State and Federal officials. These criteria have established standards for the evaluation of poultry with respect to freedom from NPIP diseases.
