The NPIP is a world leader for programs designed to monitor and control Salmonella, Mycoplasma and Avian Influenza. In 2017, the USA’s primary breeder industry established the first USDA-certified Avian Influenza Clean Compartment. A second certified compartment was added in 2019. The NPIP seeks a qualified candidate to lead and manage the NPIP’s growing compartmentalization program. An ideal candidate will be detail-oriented, have extensive knowledge of the primary breeder industry and technical expertise in poultry health, husbandry and biosecurity, and possess an ability to communicate well with a variety of stakeholders.
You will serve as a Staff Officer for the National Poultry Improvement Plan (NPIP). As such, you will be responsible for conducting, managing and overseeing the U.S. Avian Influenza Compartmentalization program. Relocation expenses will be paid.
Responsibilities
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Receives, reviews, and approves/denies applications from primary breeding companies to become a compartment and add/remove compartment components.
Receives, reviews, and approves/denies auditor applications to become a certified auditor, ensuring that each applicant's application is complete and factual.
Plans, organizes and facilitates official NPIP auditor training courses, working with the poultry industry to obtain approval to tour facilities such as: hatcheries, egg depots, feed mills and farms.
Explains and administers the compartmentalization regulations found in 9-CFR and the NPIP Program Standards to auditors, poultry industry, and federal colleagues.
Advises, consults, and maintains relationships with State poultry officials through personal contacts and participation in State, Regional, and National meetings.
Provides authoritative technical support in the collection, assembly, and analysis of records pertaining to biosecurity audits, flock and hatchery classifications, and related poultry improvement work
Assists the senior coordinator and NPIP staff in conducting epidemiological investigations of NPIP disease outbreaks when multiple states are involved.
Provides leadership in the collection, assembly, and analysis of records pertaining to the blood testing, flock and hatchery classification, and related poultry improvement work on a national basis.
Works with the Sr. Coordinator and NPIP staff in the planning, organizing, and conducting of the Biennial National Plan Conference and General Conference Committee meetings of the NPIP.

About National Poultry Improvement Plan
The National Poultry Improvement Plan was established in the early 1930's to provide a cooperative industry, state, and federal program through which new diagnostic technology can be effectively applied to the improvement of poultry and poultry products throughout the country. The development of the NPIP was initiated to eliminate Pullorum Disease caused by Salmonella pullorum which was rampant in poultry and could cause upwards of 80% mortality in baby poultry. The program was later extended and refined to include testing and monitoring for Salmonella typhoid, Salmonella enteritidis, Mycoplasma gallisepticum, Mycoplasma synoviae, Mycoplasma meleagridis, and Avian Influenza. In addition, the NPIP currently includes commercial poultry, turkeys, waterfowl, exhibition poultry, backyard poultry, and game birds. The technical and management provisions of the NPIP have been developed jointly by Industry members and State and Federal officials. These criteria have established standards for the evaluation of poultry with respect to freedom from NPIP diseases.
