Given past contract awards and anticipated growth, USA is seeking a Government Compliance Officer who will be located in the Oldsmar Corporate Office and responsible for leading, supporting and/or advising on government compliance related subjects relating to FAR, DFAR and CAS/CASB. The position will be the primary point of contact and direct interface with both DCAA and DCMA personnel on all Government compliance topics and audit activity. S/he must be knowledgeable of the organization’s business philosophies, policies and procedures and rely on experience and judgment to plan and accomplish goals.
The Government Compliance Officer will develop and maintain a compliance program for the company to ensure that business processes and business systems are compliant with FAR and CAS. S/he will advise management on all applicable current FAR, DFAR and CAS/CASB requirements, stay current on Government regulations and be able to interpret existing and new Government regulations. This individual will communicate Government regulation changes to the President and management team and take a proactive approach to ensure compliance; serve as the primary point of contact to DCAA, DCMA and other Government agencies regarding compliance requirements, audits and dispute resolution; and maintain and manage regular, accurate and timely communication with DCAA and DCMA. In addition, s/he will provide direction for, and oversee, the internal auditing of applicable internal controls, processes, procedures and actual practices versus Government contracting requirements; produce formal internal audit reports of findings and recommendations of required actions; work closely with the internal team on Forward Pricing Rate Proposal (FPRP), Incurred Cost Submittals (ICS) and billing rates to guarantee compliance and enforce understanding of timely updates; team with corporate personnel to review and audit the various business systems to ensure compliance with Government requirements; respond to shareholder requests, questions, etc., regarding DCAA and DCMA audits, disputes and other regulatory issues; and perform other duties as assigned.
The qualified candidate will have an undergraduate degree in Finance, Accounting or Business management and be a Certified Public Accountant. A Master’s Degree in Finance or Accounting is highly preferred. Ten year’s Government compliance contracting experience is required, with a minimum of five years in Government compliance leadership roles. Must be a subject matter expert on FAR, DFAR and CAS/CASB subjects and requirements, and possess strong accounting and finance skills to include mid-advanced level Excel. Ability to work well with others in a team environment, remain calm under pressure and have strong organization and prioritization skills.
Excellent written and verbal communications skills; good negotiation skills; ability to interface effectively with customers, agencies and internal staff; and multi-tasking a must. A CCEP or CCEP-F Certification through the Society of Corporate Compliance and Ethics is a plus. Candidate absolutely must have a track record of integrity and honesty and be able to provide employment references that validate these ethical principles.
The Government Compliance Officer has the potential of progressing into a future CFO role at USA if successful in the compliance role. As the CFO, s/he would manage the financial interests of the corporation and be responsible for financial planning, analysis and record-keeping, oversight of the accounting functions, as well as financial reporting to higher management and shareholders.
