The Department of Human Resources(DHR) is seeking a strategic and innovative HR Service Delivery Division Director. As the Division Director of Service Delivery, you will play an integral role in the strategic direction, oversight, design, and management of King County's compensation and talent acquisition functions. You will be responsible for leading and supporting the analysis, design, communication, implementation, and execution of county-wide compensation and recruiting programs and strategies. Reporting to the Human Resources Director, you will serve as a member of the department's senior management team and represent the department on county-wide and internal county groups as assigned. The primary goals of the HR Service Delivery Division Director are to create and lead compensation and talent acquisition practices and objectives which are effective in attracting, rewarding, and retaining talent and building a racially diverse and culturally responsible workforce at all levels. This position will:
Drive King County's compensation and talent acquisition functions to ensure alignment with the County's purpose and strategic initiatives.
Lead the compensation and talent acquisition teams in the design, development, implementation, and communication of innovative programs, solutions, and policies to ensure King County is able to attract and retain talent.
Ensure our compensation is competitive, sustainable, and equitable.
Lead and develop the compensation and talent acquisition teams by establishing performance expectations, providing ongoing feedback and coaching, and lead by personal examples and accountability.
Anticipate future business changes and challenges and proactively develop strategies and solutions to address them.
Monitor and ensure executive branch compliance with applicable federal, state, local, and county legislation, regulations, and policies.
Align all existing and new work with the goals of the King County's Equity and Social Justice Strategic Plan to continue to embed equity and social justice principles into policies, practices, and actions that produce equitable access, opportunities, services, and outcomes.
Represent the Division with media, auditors, investigators, legislators, the King County Council and other elected officials.
Experience, Qualifications, Knowledge, Skills:
The ideal candidate will bring a strong background in directing and providing strategic leadership to a division dedicated to delivering enterprise-wide strategies and solutions in support of broad King County initiatives such as Investing in YOU and the Equity and Social Justice Strategic Plan. You are customer-focused and comfortable advising and partnering with senior and executive-level management about complex initiatives, policies, and workplace/labor issues. With an understanding of how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams, you bring strategies and ideas to continue to build on a culture of employee engagement.
In addition to the Ideal Candidate Profile, well qualified candidates will demonstrate clearly their requisite knowledge, skills, and abilities that would allow them to successfully perform the job duties.
Desirable Qualifications Include:
Five years of increasingly responsible management experience in compensation, talent acquisition, or applicable field that provides the knowledge, skills, and abilities to perform key deliverables of the role.
Demonstrated skills in implementing programs and services across a broad complex organization.
Experience with building out new and innovative lines of business that support organization growth, employee development, and staff engagement.
Proved skills in staff leadership, supervision, and public personnel management.
Comfort and flexibility in navigating a complex political environment while managing multiple competing priorities.
