IntroductionThe CDC’s Rape Prevention and Education (RPE) program provides funding to the Maryland Department of Health (MDH) and other state health departments throughout the U.S. The Rape and Sexual Assault Prevention Program (RSAPP), within MDH, works collaboratively with diverse stakeholders, including the state sexual violence coalition, educational institutions, rape crisis centers, community organizations, and other state agency partners to guide implementation of Maryland's sexual violence prevention efforts. Primary prevention—stopping sexual violence before it begins—is the cornerstone of RSAPP. Program activities are guided by a set of principles that include: preventing first-time occurrence of sexual violence; reducing risk factors and enhancing protective factors linked to sexual violence perpetration and victimization; using the best available evidence when planning, implementing, and evaluating prevention programs; incorporating behavior and social change theories into prevention programs so that behavior patterns, cultural values, and norms contributing to sexual violence will change over time; analyzing state and community data, such as health and safety data, to inform program decisions and monitor trends; and evaluating prevention efforts and using the results to improve future program plans. The Administrative Officer III position provides support to RSAPP by working with internal and external stakeholders and sub-recipients to ensure that primary prevention program activities are aligned with MDH and CDC priorities. A background in health education, community education, and/or public health is applied when participating in the project planning process, when collaborating with and providing technical assistance to stakeholders, and when developing and sharing information for professionals and the public about sexual violence prevention.
Main Purpose Of JobThis position serves to provide program consultation and technical assistance to state agency partners, contractors, and grantees involved in sexual violence prevention. The Program Assistant serves to write, process, and monitor interagency agreements and contracts for the program and contributes to program implementation, promotion, and evaluation. Duties also include establishing and sustaining the implementation of sexual violence prevention strategies; serving as a sexual violence prevention expert for the state health department; providing information, training, technical assistance, and resources to community partners; and promoting sexual violence prevention through various communication methods including email, website, and social media.

MINIMUM QUALIFICATIONSEducation: Possession of a Bachelor's degree from an accredited four-year college or university. Experience: Three years experience in administrative or professional work. Notes: 1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education. 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
