Position Profile The position serves as the primary point of contact for the development, review and maintenance of the City's internal policy development work plan; policy frameworks and templates; adopted policy documents; and policy storage, availability, and communication. As a secondary role, the position also serves as a key point of contact to assist the City Manager, Chief of Staff and Assistant City Managers to coordinate the development of City Council business, work session, and committee agendas, as well as assistance with the review and quality assurance of staff reports.
This position will be responsible for the following:
Manage, develop and facilitate the governance process for the City's internal policies;
Develop and facilitate the process for communication, roll-out of new policies, and amendment and decommissioning of existing polices;
Provide guidance, oversight, reporting, and monitoring of policies and procedures within the established framework to include ensuring alignment with City-wide goals and strategic objectives.
Coordinate with staff to ensure coordinated completion of all administrative and electronic processes necessary for development, publishing and follow up on City Council inquiries.
Review and refine agenda submittals, staff reports, and supporting documents to ensure that materials meet the needs of the City Council, the City Manager's Office and the public.
Candidate Profile This position will report to an Assistant City Manager and will work closely with the Chief of Staff as well as other members of the City Manager's Office. The successful candidate will be highly familiar with local government operations. He or she will have experience working independently, managing a program area and leading cross-functional work teams. The individual should be able to demonstrate experience drafting both internal policies and correspondence to elected officials, including agenda materials. Candidates with interest in continued growth in the City Management profession are desired.
Education and Experience: A Bachelor's Degree in Public Administration, Business Administration or equivalent. Master's Degree in Public Administration preferred. At least 3-5 years of experience in a mid-level analysis or management capacity with considerable experience in the development of policies and exposure to elected officials and the legislative process. Demonstration of advanced written and verbal communication skills is required. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Compensation and Benefits The City of Raleigh offers a competitive salary range ($60,331 to $111,612) with an anticipated hiring range of $60,331 to $85,000 annually. The successful candidate's salary will be commensurate with the demonstrated qualifications and experience.
