The President, U.S. Naval War College, invites applications for director of the newly-created Cyber and Innovation Policy Institute, part of the Strategic and Operational Research Department in the Center for Naval Warfare Studies.
The U.S. Naval War College is a Professional Military Education institution serving the nation, the Department of Defense, and the U.S. Navy. The student body consists of members of all the Services, interagency civilians, and international officers. The College is accredited by the New England Association of Schools and Colleges to award a Master of Arts Degree in Defense and Strategic Studies for the College of Naval Command and Staff and a Master of Arts Degree in National Security and Strategic Studies for the College of Naval Warfare. The College is also accredited by the Chairman of the Joint Chiefs of Staff to award certification in Joint Professional Military Education Phase I & II.
Strategic and Operational Research Department: The Strategic and Operational Research Department produces innovative research and analysis for the U.S. Navy, the U.S. Department of Defense, the U.S. interagency, and the broader national security community. It also generates new scholarship and actively participates in the broader community of scholars. The department is one of two in the Center for Naval Warfare Studies at the Naval War College, the other being the War Gaming Department. The department is home to a number of specialized centers, institutes, and advanced research groups that foster deeper levels of research, analysis, and teaching on subjects of critical interest for the Navy: the China Maritime Studies Institute, the Cyber and Innovation Policy Institute, the Russia Maritime Studies Institute, Institute for Future Warfare Studies, and the Gravely, Halsey, and Mahan advanced research projects. The department’s faculty employ varied and multi-disciplinary approaches to national security issues, generating new knowledge for the Navy and the Department of Defense. The department’s faculty are educated in a range of social sciences, humanities, sciences, and critical languages, and the faculty consists of civilians and retired and active-duty military officers. . Cyber and Innovation Policy Institute: The Cyber and Innovation Policy Institute (CIPI) is a new initiative to take research at the Naval War College on cyber to the next level at the policy, strategic, and operational levels. Specifically, it will focus on innovation in the cyber domain and actionable policy options for senior leaders. CIPI activities will help shape Navy, as well as joint and national cyber policy and operations. It will also support joint education at the Naval War College and other naval institutions. The Institute is the successor to and an outgrowth of the highly successful community of interest at the Naval War College – the Center for Cyber Conflict Studies (C3S). The Institute consists of a newly enlarged core of research faculty in the Strategic and Operational Research Department as well as a large number of affiliated faculty in departments across the Naval War College.
Responsibilities: The Director, working under the supervision of the Chair of the Strategic and Operational Research Department, will provide leadership for the Institute’s research and operations including: setting research priorities; supporting Institute faculty, engaging Navy, Joint, DoD, and USG leadership, analytic and academic engagement and outreach; and setting the future direction of the Institute. The Director works closely with the Center and College’s leadership to foster and maintain cooperative relationships with other departments, institutes, center, and programs, and encourages integration across College departments. The Director also maintains and advances a research portfolio of her or his own.
Qualifications: Qualified candidates must have an advanced degree and experience in the cyber security field. A candidate’s accomplishments must merit appointment as a full professor at the College. Preferred qualifications that will make candidates especially competitive possess a research-oriented PhD; evidence of extensive experience researching and/or analyzing cyber security issues and developing innovative approaches to research and analysis. Demonstrated experience leading and managing a diverse group of individuals and strong team building skills is also highly desired.
Candidates must be U.S. citizens and capable of obtaining a Department of Defense TOP SECRET/SCI security clearance. The selected candidate will be subject to a pre-employment drug screening test and to random drug testing thereafter.
Appointment: The appointment is governed by provisions of 10 USC 7478 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to “Excepted” appointments under Schedule A.
Salary Considerations: Salary is competitive and is accompanied by a generous federal benefit package that includes health insurance and retirement saving plans (with employer matching contributions), paid vacation and sick leave, and other benefits. Rank and salary are commensurate with experience and credentials in accordance with Department of the Navy Faculty Schedule.
