Humana Government Business is seeking a Contract Consultant who uses independent judgment in the analysis of significant issue identification and resolution. Assures the timely and accurate analysis, processing and administration regarding federal government contractual matters. Requires a lower degree of management oversight. Identifies operational impacts for Humana Government Business, Inc.: all departments including field operations and subcontractors; coordinates implementation with all areas within Humana Government Business, Inc.. Establishes project teams, identifies tasks and deadlines, and manages all aspects of successful contractual modification proposals. Ensures corporate and field personnel are aware of changes, project progress, and new procedures through publication of status reports, newsletters and training materials. Implements fiscal management procedures to control costs impacted by federal government contract modifications.
Timely and successful contract modification proposals. Has knowledge of wide range of federal government contracting methods and contract types.
Review and analyze modifications and manual changes. Assist in analyzing new law, regulation and contract trends for potential impact on business unit goals and objectives. Identify operational impacts and develop proposals. Associate uses judgment in interpreting guidelines, adapting procedures, or in recommending approaches or solutions. Work closely with Finance, internal departments, and subcontractors to assure timely and accurate proposal submission.
Lead project teams to develop contract modification proposals. Identify and coordinate tasks, deadlines and cost impacts. Involve many different and unrelated processes and methods, with full operating competence in the well-established aspects of a federal government contracting assignment. Make decisions concerning such issues as the interpretation of a considerable amount of technical data and policy and regulatory information.
Researches, coordinates and/or prepares response to Humana Government Business, Inc. internal or Government inquiries/issues. Coordinates and monitors Government on-site reviews and audits; oversights company responses to Government issued contract deficiencies.
Drafts complex, non-routine contractual instruments or the most complicated change order proposals. Researches and provides results of research in response to inquiries on contract and subcontract interpretation. Interface with internal customers and subcontractors to assure understanding and cooperation in the processing and implementation of new contracts, Clinical Support Agreements, and/or contract modifications.
Establishes and maintains contract administration file and data bases. Inputs to and keeps current tracking logs for open actions and suspense.
Reports status of operational tasks, barriers, requirements, etc. to senior management. Contacts include a variety of managers or groups from outside of the contract management department to obtain agreement on goals and objectives and develop short and long term follow-up procedures.
Bachelor’s Degree ( 6+ years Federal contracts experience and /or certification from listed “Role Desirables” may be substituted for degree)
TRICARE or Federal Contracting experience
Excellent communication and organizational skill
Knowledge of PC Software, word processing, spreadsheet and databases
Excellent communication skills, both oral and written
Problem Solving ability
Self-Motivated and task oriented
Able to prioritize assignments with little guidance
U.S. Citizenship is required by our Department of Defense contract
6+ Years Federal contracts experience
NCMA Certification (CCCM, CFCM, CPCM) or comparable certificate, e.g. George Washington University Master’s Certificate in Government Contracting
Military Healthcare Experience
Prior leadership or supervisory experience
