The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV and related chronic diseases. We envision a world in which people living with HIV and related chronic diseases will thrive, and new HIV infections will be rare. Our work focuses on improving health equity, preventing new cases of HIV, serving as a collaboration and knowledge center, and being a bold voice for change.
We are seeking for an individual to serve as our Director, Supportive Housing. The Director, Supportive Housing will serve as the primary lead in AFC housing projects, and will represent AFC at strategic, programmatic, and policy discussions. The Director provides vision and expert oversight specific to HUD program areas concerning statutory requirements, new initiatives, and funding opportunities. The Director is responsible for the direction and success of AFC initiatives in the housing area, including appropriate oversight over program budgets.
Principal functions and responsibilities of this position include the following:
Program Direction and Management
- Direct AFC supportive housing and housing navigation program team members and partner agencies to implement and maintain standardized best practices across AFC housing programs;
- Communicate and meet with assigned staff to identify priorities, discuss strategies, and review ongoing projects;
- In partnership with Housing Directors, Housing staff, partner agencies, and other AFC departments, develop and implement new programs and programmatic improvements, including ensuring effective case management services for participants, access to needed services and resources for participants;
- Participate in the development and monitoring of the program budgets, and work closely with other Housing Directors, Finance Department and Program Development Department to ensure appropriate expenditure of grants;
- Work with the Director of Quality Management and Compliance to ensure necessary training is delivered;
- Ensure interdepartmental collaboration to maximize program effectiveness;
- Hire, train, mentor, and supervise assigned staff; assist in the recruitment and selection of team staff; create scheduling and job assignments; manage performance and, complete and communicate performance evaluations; and recommend salary, disciplinary, and other personnel actions in accordance with personnel policies and procedures;
- Provide professional development opportunities and guidance to assigned staff; promote teamwork and cohesiveness among staff;
- Work across systems (i.e., HUD Homeless Services System, HOPWA) to ensure access for program residents;
- Represent AFC by leading or participating in committees of the Chicago Continuum of Care (i.e., HMIS, AIDS Housing, Service Providers Commission) and other related systems of care;
- Prepare documentation and requests for advocacy information or data from the policy team on an ad-hoc basis;
- Promote AFC supportive housing programs locally, statewide, and nationally at conferences as needed;
- Convene partner agency meetings when needed.
Quality Assurance and Compliance
- Collaborate with Quality Management and Compliance team to ensure policies and procedures are documented, approved, and are being adhered to;
- Ensure supportive housing best practices are adopted and implemented;
- Collaborate with Quality Management and Compliance team to ensure that client data collection system (i.e., HMIS, Client Track, Provide) is designed to meet the needs of the department;
- Work with the Quality Management and Compliance team to ensure audit success.
- Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
- Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
- Protect organization's value and manage risk by keeping information confidential;
- Perform other duties as assigned.
Bachelor’s degree and 3 or more years experience in managing Housing services
PLUS 2 or more years supervisory experience
Master’s degree in Human Services field
5 or more years experience in HIV Services, Homelessness, or Healthcare
3 or more years supervisory experience

The ability to accomplish a task with concern for all areas involved, no matter how small. This includes the ability to notice inconsistencies/faults in organizational processes in order to ensure the quality of services provided by the organization and to prevent further inefficiencies. The ability to attend to and verify the accuracy and completeness of detailed information in documents or on the computer, such as charges, fees, due dates, etc.
Knowledge of and the ability to execute budgets. This includes the ability to control costs, comply with budget requirements, and make adjustments when necessary.
Strong Coaching and Developing skills including the ability to train, coach, and develop employees. This includes the ability to recognize and foster talent, enhance employees’ job skills and performance through instruction, training, personal guidance, and example; provide appropriate developmental experiences for skill and job growth; and help employees learn from their mistakes through constructive feedback and positive reinforcement.
The ability to work across organizational and functional boundaries to achieve Agency goals. This includes the ability to build and maintain strong relationships and work cooperatively with other across the organization in order to meet team and organizational goals.
Knowledge of the causes of homelessness, who it affects, and the factors (e.g., racial inequities, Socio Economic Status) that can contribute to an individual being homeless. This includes the ability to understand the culture of homelessness and engage homeless or formerly homeless populations.
Knowledge of the U.S. Department of Housing and Urban Development (HUD) programs and program requirements, rules, and procedures.
Knowledge of Illinois Department of Human Services (IDHS) programs and program requirements, rules, and procedures related to housing.
The ability and willingness to take independent action and complete job tasks without being instructed to complete them. This includes the ability and willingness to recognize assignments or tasks that need to be completed, to seek out additional assignments or tasks, and to help others.
The ability to develop and deliver formal presentations to others that may include management, peers, team members, and others outside the organization.
Knowledge of public funders that support Housing and Health programs including HUD, IDHS and City of Chicago. The ability to work with public funding sources with city, state, and federal funders.
Knowledge of outreach and/or supportive housing programs (affordable housing with support services) for individuals/families confronted with homelessness and who also have very low incomes and/or serious, persistent issues that may include addiction or alcoholism, mental health, HIV/AIDS, diverse disabilities or other serious challenges to a successful life. This includes the ability to implement a Housing First model.
