• The only method for the humane euthanasia of stray animals as defined in this document shall be by the lethal intravenous or intraperitoneal injection of sodium pentobarbital as according to the American Veterinary Medical Association Guidelines on Euthanasia. Euthanasia shall be performed by a minimum of two (2) persons. Prior to disposal, death must be ensured by performing a secondary physical method to ensure that euthanasia is irreversible. • Persons performing euthanasia shall have successfully completed a euthanasia-technician certification course. The curriculum for such course must be approved by the board of veterinary medical examiners and must include, at a minimum, knowledge of animal anatomy, behavior and physiology; animal restraint and handling as it pertains to euthanasia; the pharmacology, proper dosages, administration techniques of euthanasia solution, verification of death techniques, laws regulating the storage, security and accountability of euthanasia solutions; euthanasia technician stress management and the proper disposal of euthanized non-livestock animals. (From Tennessee Code Annotated, 44-17-303) • Sodium Pentobarbital is categorized as a controlled substance by the U.S. Department of Justice, Drug Enforcement Agency (DEA). As such and by law, controlled substances listed in Schedules II, III, IV, and V shall be stored in an unlabeled, substantially constructed double-locked cabinet or securely locked drawer with limited access. It is the responsibility of the Contractor to obtain a DEA license and follow all laws and regulations relating to the proper storage and use of sodium pentobarbital. Euthanasia of animal shall take place at the Fort Campbell SAIF. No animals shall be taken off-post for euthanasia. • A stray animal may not be left unattended between the time euthanasia procedures are first begun and the time that death occurs, nor may its body be disposed of until a qualified person confirms death. • Stray animals will not be euthanized for non-medical reasons that have not been housed for the full twenty three (23) days AND been actively solicited to no fewer than three (3) local adoption agencies/shelters AND been in no fewer than one (1) FtC adoption event AND posted on the SAIF pet adoption Facebook page for no fewer than twenty (20) work days. Furthermore, stray animals shall not remain housed for more than twenty-eight (28) days. Acknowledgement of having met these requirements shall be recorded on the Record of Animal Impoundment for each animal. Contractor shall maintain a euthanasia log of all animals euthanized at the facility. • Carcasses of euthanized stray animals shall be placed in two (2) leak-proof bags, labelled, and placed in a freezer until such a time that they can be cremated and the ashes legally disposed of. Bagged carcasses shall be labelled to include Log #, method used to ensure death, date, and initials of person disposing of the carcass.
