Position is on the research staff of a private, not-for-profit government consulting firm located in McLean, VA. Work will be at client location in Arlington, VA. Current Department of Defense security clearance required.
Senior Acquisition Manager requires a minimum of 10 years of experience in Army Acquisition
Independent thinker and self-starter
Seasoned experience in Defense Business Systems / ACAT I programs able to assist O-5 PM shops in acquisition documentation preparation
Ability to review of acquisition documentation for reports submitted to DA and OSD for accuracy, consistency with strategic messaging
Experience in developing products suitable for Congress and Senior Leaders – clear, concise, polished
Proven experience with DoD Risk Management and / or IV&V
Conducts continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, and performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
Team oriented – able to work well with others.
The candidate will be the senior member of the operations support team providing senior mentorship to the contractors conducting risk analysis and task management. Candidate will ensure continued program expertise in ERP life cycle management. Work will be perform in the Operations Division of the PM AESIP Program Office, Arlington, VA. A highly skilled professional member of a team of acquisition experts who will provide on-going support for the maintenance, upgrade, and modernization of the Army ERP Enterprise.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Assist the government lead with:
Provide senior level acquisition support to military (highest ranking: O-6 / Colonel), federal (highest ranking: GS-15) and contractor support team.
The PM AESIP Senior Acquisition Manager will advise in the management of all phases of the system life cycle for ERP upgrades and modifications to include development, planning, and staffing of acquisition strategies program milestones, and Defense Acquisition Review Boards. Assists in the development and update of ERPs Acquisition Documentation such as the Lifecycle Management Plans and the Program Management Agreement. Provides Advisory Subject Matter Expertise for the Update and Delivery of The Following

All Selected Acquisition Report inputs to Congress
Acquisition Program Baselines for ACAT programs
Acquisition Strategy Reports
Acquisition Milestone Documentation Reviews
Audit reports to DoDIG, Army Audit Agency, and Government Audit Office
Supports a variety of senior leadership Boards, Steering Groups, and Process Reviews.
Ten years’ experience with Business Mission Area or similar system in development and modernization /sustainment phase
Four years’ experience with Defense Business Systems
Bachelor or postgraduate degree in engineering, scientific, technical or business management disciplines from an accredited college or university
At least ten years of experience performing life cycle management
DAWIA Level III in program management or similar
Acquisition Professional Development Program (APDP) or Program Management Professional (PMP) Certification preferred
Excellent oral and written communications skills, organizational and workload management, interpersonal and team building skills are required.
An active Secret clearance or the ability to obtain one is required
Significant previous experience providing acquisition support to an ERP Program Office
Must be familiar with FAR and acquisition regulations Travel: Minimal within five hours drive; minimal overnight stays required.
Excellent computer applications skills, especially with MS Office products, e.g. MS Word, MS Excel, MS PowerPoint MS Outlook , MS Project, and SharePoint.
10+ years’ acquisition management experience and progressively higher levels as a former Army military or civilian employee.
