Manage the City of Greenville's compensation programs including managing position management and payroll entry, conducting market pricing and internal equity analyses, updating all job descriptions, managing the performance management system, supervising the Compensation Analyst, ensuring Fair Labor Standards Act (FSLA), and tracking HR statistics. Collect and review payroll/personnel change forms; complete bi-weekly payroll entries and maintain position control; audit and update various reports including employee count and position vacancies; and track count, uniformed services leave. Conduct annual custom City salary survey; make salary structure and grade adjustment recommendations; conduct annual and specialized equity reviews and analyses; and, participate in surveys conducted by other agencies. Supervise the Compensation Analyst by monitoring work for accuracy, quality, and thoroughness ensuring Analyst provides compensation training and support, administers the City’s Tuition Assistance/Reimbursement program; conduct exit interviews; assist in tracking HR statistics; and serves as backup to the HR Technician; and perform other duties as necessary. As necessary, assist HR Director with special projects that include employee requests, development of presentations or training, working on department-specific projects (skill progression, career ladders, or software upgrades and implementations), etc. Manage and oversee the annual performance management process including ensuring performance reviews are conducted in a timely manner; provide technical assistance in application of merit increases; research and recommend improvements to performance management systems and evaluation forms; and assist in performance review training for managers. Ensure FLSA compliance by staying abreast of regulatory requirements; make recommendations for policy updates; respond to FLSA-related questions; and, conduct FSLA training for all new supervisors. Maintain files on City’s turnover rates by department/division; maintain annual succession planning data including requirement eligibility and demographic and generational breakdown; and develop required reports and statistics. Perform other duties as assigned.
A Bachelor’s degree or equivalent in Business Management or a related field is required. An MBA or MPA is preferred. CCP Certification is strongly preferred. Over four years of progressively responsible Human Resources experience with a minimum of two years in a Compensation Analyst capacity is required. Experience in a municipal setting is preferred. A valid SC driver’s license is required.
