Kestrel Hawk Consulting is seeking a self-motivated Project Manager with experience managing consulting projects. This full-time position is contingent on award of a U.S. Government contract expected by the end of September 2017. The successful candidate will work directly with a small team delivering enterprise risk management program support services to ensure deliverables fall within the applicable scope and budget, and meet client requirements. He or she will coordinate with the client as the primary contact for all matters related to contract deliverables and contract management. This is a collaborative effort involving delivery team personnel from several companies, and requires strong interpersonal and collaboration skills. The successful candidate will also work with the delivery team and client to identify discrete aspects of contract services that require involvement by an advisory board of Subject Matter Experts (SMEs), and will coordinate SME participation to support client and project team needs. Responsibilities of the position include:
Primary point of contact with clients for all matters related to contract deliverables and contract management
Coordinate project team resources for the flawless execution of contract requirements
Ensure that all project deliverables are provided on-time, within scope and budget, and meet client requirements
Develop project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
Ensure resource availability and allocation, and tracking resource use
Develop a high-level, multi-year risk management program map and supporting detailed project plan to track progress for the client
Use appropriate verification techniques to manage changes in project scope, schedule and costs
Measure project and contract performance using appropriate systems, tools and techniques
Prepare and deliver quarterly performance reviews with client
Report and escalate to management as needed
Manage the relationship with the client and all stakeholders
Perform risk management to identify and minimize project risks
Create and maintain comprehensive project documentation
Conduct bench-marking research in support of project delivery team

A minimum of 5-years proven working experience as a project manager
Solid organizational skills including attention to detail and ability to multi-task
Strong working knowledge of Microsoft Office product suite
Able to pass U.S. Government background checks for access to government facilities and systems. Background checks include criminal history, terrorism, and credit history. May be required to submit to periodic drug screening.
Prior experience managing U.S. Government projects or contracts is a plus
Basic PMP Certification is required, and PMI-RMP Certification
Telecommuting is allowed.
